Hmm, I have exactly the same ruff locally in my venv:

Collecting ruff
  Downloading ruff-0.16.1-py3-none-manylinux_2_17_x86_64.manylinux2014_x86_64.whl (11.5 MB)

and ruff check passes. But in the CI test it fails.

Sigh, this is the reason:

Ruff now enables 413 rules by default, up from 59 in previous versions.

I wasn't using the latest version correctly. Now I can reproduce the issue.

Found 369 errors.

Filed #322 to deal with ruff. I'll revert this PR to its original state. I believe it can be accepted even before #322 is sorted out.
