Apply arch check to dist-git PR tests #595

Currently we only do the Koji 'arch check' (checking whether each package was actually built on each arch, and skipping it if not) for official update tests, we don't apply it to side tag, COPR or Koji task tests. Doing it for side tags or COPRs is obviously difficult, but it should I think be possible to do it for Koji tasks, and we probably should because I want to make dist-git PR tests an official feature and we don't want false failures like this one happening.
