This is more or less a paperwork dupe of releng/tickets#12943 , filed so I can track it in our sprints. It's scoped to just writing the script, though, as that's a nice discrete chunk of work.

I have a working prototype of this now, will probably push it somewhere temporary soon. I'm kinda struggling with where it should ultimately be: standalone? Part of releng scripts? Part of Pungi?

The script is written, so I'm going to close this out. Will file new tickets for publishing it and hooking it up to things.
