I've set the fedora-qa track logo to be the QA banner created by the Fedora design team. I've also reduced the wording on the start page to reflect the current state of this trac instance.

No updates here. I don't have time to devote to improving the CSS of this trac instance. Should someone be interested in helping with this effort, we can reopen and reassign this ticket.
