Please review the Fedora 45 system-wide change of modernizing boot.iso media: https://fedoraproject.org/wiki/Changes/ModernizeBootISO

We've previously switched things around in pungi configs but this one is a bit more intimately tied into pungi itself. From what I can tell there might be (some) work involved for releng to deploy a potential newer pungi version (if we need one to achieve the change proposal).
