F45 System-Wide Change: Versioned libgit2 packages #13325

Please review this Change: Versioned libgit2 packages.

There might be an impact to release engineering due to libgit2 being part of the package build process via rpmautospec. However, the Change itself is actually intended to make the rpmautospec → python-pygit2 → libgit2 thing more robust and less explosion-prone in the long term in both Fedora and EPEL (with a long-term goal of making boostrapping the next EPEL easier). CC @carlwgeorge who provided inspiration for this idea.
