Describe the issue

There appears to be a regression in binutils-2.47.50-4.fc46, whereas binutils-2.47.50-2.fc46 and binutils-2.47-1.fc45 were fine. I encountered this when building rust-1.98.0 and filed this bz:

I worked around that for myself in a sidetag with older binutils. Since it happened during a profiling phase of rust's build, I thought it might be pretty niche, but now we're seeing similar issues in koschei rebuilds, like:

I've confirmed in local mock that rust-sled builds fine with downgraded binutils-2.47.50-2.fc46.

Rust builds may FTBFS on aarch64 on rawhide; unknown if other languages may be affected as well.
