Publish x86_64/aarch64 containers to the new AWS container repo #9891

AWS has a new public container repo due to docker rate limiting/charging for high users. We should probably also publish the x86_64/aarch64 containers to AWS as well.

https://gallery.ecr.aws/docker/library/fedora, seems there; It is published but has older releases, with @davdunc out there are other folks looking into it.
