Looks good to me.

Can you adjust the PKG_SKIP_LIST a bit more though?

remove the modular release packages (they no longer exist), remove glibc32 (it doesn't exist anymore) and add all of:

koji list-pkgs --tag f41 --owner releng | grep Fedora

(those are all the images which due to the way koji works have to also be packages... but we don't want to mass rebuild any of those)
