This PR implements the request to add Haskell SIG to ghc-* packages:

According to the policy documented here:
https://pagure.io/fesco/fesco-docs/pull-request/89

However, the haskell-lang-sig group does not even exist yet:
https://src.fedoraproject.org/group/haskell-lang-sig

So the rule added in this PR is based on the expectation that the group will indeed have this name, and that it will be created before this PR is merged.
