See https://pagure.io/infra-docs-fpo/pull-request/361 . The
Final freeze SOP already didn't refer to this template - instead
it has the same text in-line, but with the release number
templated, so manual edits aren't required. That seems better,
so I figured we should change the Beta freeze SOP to do the same,
and remove these templates entirely.
