As discussed in today's EPEL meeting, there are some packages that
really only make sense of CentOS Stream, and should never be branched
for RHEL, e.g. because they have baked in CentOS Stream specific
branding. Because we expect the number to be very small, this PR just
adds a hardcoded blocklist inside the script.
