Unlike RPMs, flatpaks are not used to build each other. However, flatpak-module-tools does use the latest runtime candidate build to determine which packages are included in the selected runtime (and exclude them from inclusion in the app build). If the latest build is in testing, we want that rather than the latest stable runtime build.
