Cloning the previous minor version's openh264 tag results in the package list with inheritance being duplicated. This tag is only used to keep openh264 builds from being garbage collected, so this is a waste and it's better to keep the package list empty.

I fixed this manually for epel10.1-openh264 in #12669. Merging this can wait till after the F42 freeze is over, as long as we merge it before the next EPEL 10 mass branching (expected to happen in August).
