This is a series of 3 patches designed to update the sigulsign_unsigned for Python3.

I converted from fedora_cert to cccolutils based on @puiterwijk 's recommendations.

The linter has a lot of issues with the script, but in the interest of time I caught only a few; the rest will take more time and we can work those out after the upcoming deadline for changes.

@mohanboddu - would you please test this out per our conversation?

@puiterwijk - the update was pretty trivial, however, if there's anything in here you'd like done differently let me know.
