CC0-1.0 is probably a bad license for this. If you want it to be permissive, maybe MIT is better?

The tool should have a name and description about what it does, ftbfs-manager implies that it handles the complete workflow but it does not seem to do everything. The tracker bugs should be read from https://pagure.io/releng/blob/master/f/scripts/massrebuildsinfo.py to reduce redundancy.

Looks better, maybe call it something like close-fixed-ftbfs-bugs.py. pruning ftbfs sounds like it would remove pkgs that ftbfs. Another suggestion would be to add a dry-run mode to get a list of bugs to be closed to be able to verify it before running it against all bugs.
