This updates the docs a bit to mention the additional constraints that were implemented in response to reviews.
The original documentation that describes the algorithm wasn't updated at the time.

In addition, if any modular builds were done for the package, we just refuse to remove anything,

Currently it is master (even if the default branch is different). Once we update the script to use rawhide instead of master, we can update the docs.
