Add utility folder for the template playbooks and inventory. Ultimately this folder should include a wrapper utility to manage hosts, roles, and playbook configuration. Also to be added are the components for RPM generation (e.g. spec file etc)

Update cockpit task to use the posix collection firewalld module, which

greatly simplifies this task. I also opted to reload the firewall as a
handler.
Since there is a new requirement for the posix collection, the
galaxy.yml, requirements.yml, and README.md are also all updated. I have
to credit Qwen3.8-27B for this, I only worked on the task and handler,
but asked it for review and it noted the missing requirements.

Fix the missing step for cockpit security. The doc is explicit about how this should be done, by removing the service in firewalld. Once this is done, the user either needs to use SSH tunnels or a Cockpit proxy, or needs to enable the service on an ad hoc basis.

Fix titles and allow task to install additional sofware to skip if
