Though this was on Silverblue, in the Silverblue matrix channel it was suggested to add a ticket about this for Workstation.

Other discussions about different aspects of initial-setup also aim at allowing for someone to do the installation, then hand over the computer to someone else that will create their user on first boot:

After a fresh install of Fedora Silverblue 44, on first boot I am greeted by a "Welcome" page with language selection. At this point, I would like to power down the laptop to give it to someone else. However, clicking the power icon only gives an option for suspend. Power Off is missing (I guess because there is not a user account logged in). The "Power Off" option should be added to the initial welcome screen to allow for graceful shut down of the device at this point. Thank you for your report @mpanhans . We've talked about this and we definitely see a valid use-case there. On Workstation one possibility is to turn off the machine once the installer closes (as it is running in a live session), but one usually wants to boot the newly installed system to verify that it boots correctly and you will end at the same place as you've described with Silverblue that doesn't use live session. @aday will look whether there are existing mock-ups that would cover this and if not then look into it. Then @catanzaro should implement this as part of the work that you've already linked.
