Ryan Lerch 3a50139799 forgefiler: switch config from TOML to Flask native Python format 
Replace forgefiler.toml.j2 with forgefiler.cfg.j2 using Python config
file format, matching ForgeFiler's switch to app.config.from_pyfile().
Update deployment env vars to use FORGEFILER_ prefix for
from_prefixed_env() support.
