Adam Williamson c84661178f rabbitmq: clean up unused OSCI pipelines 
2 and 9 were for pull request testing; we no longer use Jenkins
for this. 5 was used for a "RabbitMQ_Copr_Heartbeat" at some
point, but there is no consumer of this queue at present, I can
find no trace of it in Jenkins, and it was removed from the CI
docs in 2020:

so I'm pretty sure it's dead. 16 was created in 6db9b16 by
@mvadkert because "we are extending one of our triggers to
another topic", but it was never documented in the CI docs, I can
find no record of there ever being a trigger repository that
would use it, and there is no current consumer of it.

This also adds comments that explain the use of each of the
remaining numbered queues.
