renovate: separate PRs per Fedora release and update type

Refactor Renovate config to create independent PRs for each Fedora
release (42, 43, 44, Rawhide) and update type (bootc-pipeline,
REPOS_IMAGE). This prevents blocking all releases when tests fail
on one.
Key changes:
- Add per-release branch prefixes (renovate/fedora-42/, etc.)
- Schedule bootc-pipeline updates for 2-5 AM UTC daily
- Set rebaseWhen to 'never' for REPOS_IMAGE to avoid pipeline resets
- Enable automerge for all PRs
- Add comprehensive documentation
- Switch back to the creation of PRs to avoid a misbehavior with our
current configuration c.f: [1]

ci: skip pipeline when only non-build files change

Add workflow rules to skip GitLab CI when commits only modify files
that don't affect the build or tests:
- renovate.json (Renovate bot config)
- README.md (documentation)
- LICENSE (license file)
- .tekton/* (Konflux pipelines, tested separately)
This avoids wasting CI resources on changes that don't need validation.

.tekton: use specific ServiceAccount

Konflux is creating specific SAs for each component. Currently, we are
using the legacy `appstudio-pipeline` SA, which requires a manual
operation after adding new components i.e: adding the associated
component secrets to it.
Let's use the specific SAs which are configured automatically by the
Konflux operators.

Write the layout=ostree configuration to both /usr/lib/kernel/install.conf
and /usr/lib/kernel/install.conf.d/00-bootc-kernel-layout.conf
for defense-in-depth.
The drop-in ensures the setting persists when systemd-udev overwrites
install.conf during upgrades, while having both paths maintains
compatibility with any tooling that reads the original location.
The original install.conf path can be removed after a release cycle
of rpm-ostree, once all consumers are updated to use the drop-in and
have rpm-ostree changes.

kernel-install: Use drop-in config to preserve layout=ostree

When systemd is upgraded via `dnf upgrade`, the systemd-udev package
overwrites /usr/lib/kernel/install.conf with its default template,
removing the layout=ostree setting. This breaks rpm-ostree's
kernel-install integration in bootc container builds, causing:
- Initramfs to be generated in /boot/ instead of /lib/modules/<kver>/
- Old kernel directories to not be properly cleaned up
- bootc container lint failures
Per kernel-install(8), configuration in install.conf.d/ directories
is merged with install.conf. By placing the layout=ostree setting in
/usr/lib/kernel/install.conf.d/00-kernel-layout.conf, it will not be
overwritten when systemd-udev updates install.conf.
