Rawhide bump after F45 branch:

  • Version strings: 45 → 46
  • Signing key: F577861E → 91211FCE
  • Koji tags: f45 → f46
  • Shell scripts: RELEASE/COMPSFILE 45 → 46
  • sync-release rsync target: 45 → 46
  • sync-bootc: current_stable 43→44, current_rawhide 45→46
