DO NOT MERGE YET

This PR enables the updates compose repository for Fedora 45 IoT. It must NOT be merged at GA time.

Merge only after Fedora 45 updates are available and the compose has been verified with the GA repo. Typically merged a few days after the initial GA PR.

Includes the F-45 stable commit as its base.
